Predictable calls. Explicit actions.
Listing mail does not run an agent. Reading a message records that it was read. Staging marks it for review. Sending requires an enabled sender, an allowed recipient, and a stable idempotency key.
If a send response is lost, reconcile with the same idempotency key before trying again. Reconciliation is read-only. Provider acceptance does not prove delivery.
